Considered by many to be the best pound for pound fighter in the world, Pacquiao has never actually been the favourite at any point for this fight. De La Hoya doesn't need to fight any more if he doesn't want to and I really don't see where the next big step is for Oscar even if he wins. I think Pacquiao has much more to fight for and he's in the process of moving up a weight-class.
